Umpire Ivor Stephens to be inducted in USA Cricket Hall of Fame
Umpire Stephens was born in Jamaica, and started, developed and perfected his skills doing matches at the highest levels in his country. He migrated to the United States of America and was a founding member of USACUA who has helped to form the now national association in this country.
He has given much to the game of cricket and has contributed yeomanly to the training and certification of umpires in the USA. Known among his peers as the most “well dressed umpire” to grace the field, Umpire Stephens is a sharp witted, but a no nonsense arbitrator on the field of play. He is not afraid to net out discipline to players, and always command respect for the game.
Currently "semi retired: from active umpiring, he still share his knowledge with those who aspire to learn the craft of umpire.

ICC and MCC Release Updated "4th Edition" of the "Laws of Cricket - 2000 Code"
MCC (via the ICC) has asked various Umpires' organizations, including the USACUA, to distribute the final versions to our membership.
The following are related documents:

b) A final version of the Laws with colour in PDF.
Yellow indicates incidental changes within the Laws generally.
Blue indicates an alteration in policy/Law.
c) An updated explanation of all Law changes.
Note: MCC anticipates having the new Law books printed and available by mid July.

The above file has 6 copies of the same Assessment Form, one for each of the 6 Assessments, and hence, each Assessor.
Each Practical Exam candidate is expected to print out one such form and take it to the Assessor during each of the matches stipulated to be their Practical Assessments.

USACUA to Start Umpires' Training Course in New Jersey
As part of an ambitious plan to stretch its already wide wingspan of influence all across the USA, the USACUA has announced that it will partner with the New Jersey State Cricket AND Umpires' Association and begin weekly umpires' training sessions in New Jersey.
These will mirror the currently conducted sessions (sometimes referred to as seminars) in Brooklyn, NY. These training sessions are intended to impart knowledge about the 'Laws of Cricket' to developing umpires and, at the same time, keep the experienced and qualified umpires abreast with the changes in the MCC codes (if any) as well as to regurgitate and refresh their memories before every new season.
The training will be conducted in New Jersey by USACUA's own Assistant Secretary, Gokul R. Chakravarthy who is also a member of its training committee.

USA Cricket Association and New Zealand Cricket to work on strategic partnership
DreamCricket.com today announced today The USA Cricket Association (“USACA”) and New Zealand Cricket (“NZC”) today announced the commencement of formal discussions with the intention of establishing a strategic partnership agreement between the two national cricket boards in the near future.
“We are very positive and excited about the benefits our relationship with NZC can bring to USA Cricket,” stated USACA CEO Don Lockerbie. “USA Cricket can learn greatly from the experience and knowledge of NZC, and we believe there are real and significant cricketing benefits and commercial opportunities possible through this partnership.”

Administrators of all leagues and tournaments in the USA are encouraged to include Umpires' Match Reports are part of their normal process, regardless of whether or not there were untoward incidents occuring in any of the matches.
Umpires all across the USA are also encouraged to take it upon themselves to submit a Match Report (at least in a simple form such as the one available in this article), regardless of whether or not the leagues they officiate in stipulate this and also regardless of whether or not there were untoward incidents occuring in any of the matches.
This
will ensure proper
record-keeping and facilitate the creation of a repository of teams'
and individual players' conduct over time.

USACUA Asked to Nominate Umpires for ICC Americas U-15 Tournament
The following is an email from USACUA President, Mr. Fitzroy Hayles, with regards to the upcoming ICC Under 15 games to be held in NY City on August 16 through 23 rd. 2009

The following issues were topics of discussion in a meeting with USACA Cricket Operations chair:
- USACUA is asked to submit a panel of nine (9) umpires to ICC/USACA
- Fee for the tournament is $75.00 per game. USACA is trying to secure a higher match fee of $100.00 for umpires. More info shall be provided as it becomes available.
- Match is scheduled for Gateway Park.
- Three countries participation: Canada, USA and Bermuda.
- One match per day, three umpires needed (two on-field umpires plus one umpire to serve as cricket manager/third Umpire)
- Duckworth/Lewis method will be used to establish target score. Third umpire responsible for Duckworth/Lewis processing
- Room and board will **NOT** be provided by ICC/ USACA
Plans:
- Interested umpires are asked to advise USACUA of their availability for the tournament as soon as possible.
- Only USACUA 'Tier One' umpires will be appointed for the tournament.
- Members should be aware that only nine umpires will be empanelled for the tournament.
- Umpires are not guaranteed assignments on special requested dates.

- ICC/USACA has requested a meeting with all participating umpires before the tournament.
- Aa is customary, USACUA's Training Committee will conduct their own training for the tournament at a later date.
- It shall be confirmed from the ICC/USACA whether umpires' uniforms will be provided for the tournament.
- If not, all participating umpires MUST be attired in USACUA uniforms. Such uniform is to CLEARLY DISPLAY USACUA logo on the headwear and shirt. NO EXCEPTIONS shall be made to this rule. USACUA hats and polo shirts are available for purchase.

WICB Cricket Coaching Clinic Comes To New Jersey
The United States of America Cricket Association's (USACA) Atlantic Region is conducting its first WICB Level 1 cricket coaching course. This is one in a series of developmental projects promoted by USACA and cosponsored by the Atlantic Region and ICC Americas.
WICB training officers Wendell Coppin and Stephanie Power will be travelling from the West Indies to teach this course.
Lunch and beverages will be provided.
Information on the training sessions is as follows:
- Registration: Registration is limited and is strictly on a first-come (payment received) first- served basis.
- There is a non-refundable fee of $150 per person payable to the Atlantic Region Cricket Board (ARCB)
- Please remit payment by April 15th.
- Schedule: The course runs from May 1st through May 3rd (3 days) from 9:00 AM to 7:00 PM

Carlton Butler Passes Away

Congratulations are in order for Mr. Jermaine Minot of JAMAICA, Mr. Athol Hamilton of JAMAICA, and Mr. Carlton Sotilleo of the USA for attaining the highest marks of 94%, 93%, and 93% respectively.A total of 44 candidates appeared for the Oral & Practical examinations. 31 of these were successful amounting to a success-rate of 70%
As far as the USACUA was concerned, our success rate was 100% as ALL 4 who participated in these examinations passed.
Former Test Umpire Compton Vyfhuis of Guyana Passes Away

USACA gives USACUA mandate to propose plans to standardize and unify umpiring efforts across the USA
The Executive Board of USACA, at its recently held AGM on Jan 25, 2009, discussed at length the long-standing request by the USACUA to be recognized as the primary body to train, certify, and represent umpires across the USA.
The USACUA was represented at the AGM by its Vice President, Mr. Fitzroy I. Hayles and Assistant Secretary Mr. Gokul R. Chakravarthy. Several questions were raised ranging from, but not limited to, the legitimacy of the USACUA's claim to be qualified to be the aforementioned body to how umpires outside of the New York area will have access to training and guidance resources.
The President of the USACA, Mr. Gladstone Dainty, at one point mentioned that USACUA already has a comprehensive training and certification process in place and hence should be given an opportunity to try and assimilate all the umpires from across USA into one body as opposed to re-inventing the wheel. Mr. Dainty shared the concerns of the USACUA that in spite of the existence of vastly talented umpires in the USA, none of them was appointed in the recently held ICC Americas tournaments of varying grades.
Based on this as well as an earlier report and the subsequent "Q&A" session from ICC America's director Mr. Martin Viera, it was also apparent that this was due to the lack of a unified body representing umpires from across USA which the USACA recognizes that the ICC can then directly appoint umpires from or with the recommendation thereof.
To this end, the USACUA has been given 2 months to come back with a proposal.

Wait a minute; the 2008 cricket season is over. We are now in January of 2009, and the winter is in full blast. Why so much talk about cricket and the hustling and bustling around? Shouldn’t we be more concerned about the cost of heating fuel or those drafty windows that eat up our hard earned dollars? But no, the adrenalin has already begun to flow with just the thought of cricket impinging on the cricket lovers' minds. The reason for this, I would surmise, is that live cricket in the New York area is figuratively just around the corner, three short months away. As early as April many clubs will be playing friendly games. The more dedicated players will have commenced their dieting and exercising regiment. Maybe a few players have a cricket ball in a sock and hanging in their basements and they are batting away.
The various leagues in the New York Metropolitan areas that were contacted have had their Annual General Meetings (AGMs) or very soon will do so, They have elected, or will elect new officers and I am quite sure, revisit and discuss last season to see where improvements may be made. In fact all the clubs may be doing just that at this time and maybe adding or deleting players from their rosters. I know my good friend, Peter Jolly, has already done so with the boys from his club, West Indian Alliance. They met at Peter and Maggie's home on January 11 to celebrate his birthday and Peter seized that opportunity to get in some "club talk". Also, the United States of America Cricket Association (USACA) plans to call its AGM on Saturday, January 24, at the JFK Ramada Plaza starting at 10:00 A.M. Preparations are being made all around.
Not to be left out, the United States of America Cricket Umpires Association (USACUA) has been making its own preparation for the 2009 season. The organization started a fourteen week umpiring seminar on January 11th. It is being conducted at 1012 Ralph Avenue in Brooklyn. Over 25 umpires and aspiring umpires showed up each of the two weeks that the program has been held so far, to listen to umpire/ trainer, Mr. Mohamed Baksh, an elite umpire in his own right. He has officiated in cricket matches for over three decades. According to him he has officiated in all classes of matches, from Test match to the regular weekend friendly games. The attendees are very enthusiastic participants, ready to ask questions and seek clarifications on the things they are not too clear about.
This writer being himself an umpire while still playing league games, attended the last Sunday’s session, and must confess that I was very much impressed with the quality of Mr. Baksh's presentation and his broad knowledge of the laws of the game. As a player, one may feel that he knows the cricket laws sufficiently enough to allow himself to enjoy playing his cricket. However, attending the seminar would immediately make him realize that his knowledge is basically from the point of view of a player. There is so much more that a player needs to learn about the laws of cricket. It is recommended that players attend these seminars as it could only add tremendously to their play and enjoyment of the game.
Many who have been following cricket over the past four decades in the area have expressed great satisfaction with the tremendous increase in the standard of umpiring. The USACUA has certainly done its part in this accomplishment and must take some credit for this improvement. It continues to serve cricket, cricketers, umpires, and of course, in doing so is doing justice to the cricket watching public. Nowadays spectators at cricket games are assured that the result of the match will not be hinged on a wrong decision by an umpire but by the skills of the players.
Over the years one misunderstanding that has repeatedly surfaced at the cricket game is over the use of a substitute. When should he be allowed on, and who is to decide on whether a substitute is allowed or not. Captains have questioned umpires as to why the fielding side was allowed a substitute. There have been questions as to whether a substitute should be allowed to take the field at the start of a game for a player who has been declared in the eleven, but has not yet arrived at the cricket field. What does the law that governs this situation say?
According to Tom Smith’s New Cricket Umpiring and Scoring, if the umpires are satisfied that a player has been injured or becomes ill after the nomination of the players, they shall allow a substitute ...irrespective of whether play is in progress or not. Further, the umpires shall have discretion, for other wholly acceptably reasons, to allow a substitute for a fielder or a runner for a batsman, at the start of the match or any subsequent time. The opposing captain shall have no right of objection to the use of a substitute.
A simplification: Player A while in the field informs the umpire that he has just suffered an injury or that he has serious cramps in his stomach and is unable to continue in the field. The umpire, being an umpire and not a doctor, is not trained to medically determine the physical condition of the player; hence he should and will allow a substitute. The same goes for batsman B who complains of inability to run because of cramps. He must be given a runner. Player C suffers an injury or becomes ill after he was named in the eleven and the card has already been given to the umpire. The toss has not yet been spun. All the captain needs to do is take the card from the umpire, scratch out C and insert D. Player P is named in the eleven but has not yet arrived at the cricket ground. His side is ready to take the field. His captain informs the umpires that, unknowing to him, player P's wife became gravely ill and that P would be late for the game. The umpires, should this reason be acceptable to them, have the discretion to allow a substitute to take the field, even if this is at the start of the game. The opposing captain has no right of objection to the umpires allowing a substitute in the foregoing situations.
Not many palyers, or maybe a few umpires, I presume, are familiar with the term replacement player. But yes, there is such a law on the books that provide for using a replacement player. Situation: Player A is named in the eleven. The card has been given to the umpire. The toss has been spun. Player A is unable to take part in the match due to injury sustained prior to the start of the match, or he is called away on an emergency - he may be a doctor or a fireman -, or he may be required to attend a serious family matter. Should any of this situation occurs, player A's captain may request that player B replace player A on the team. If the opposing captain grants the request, then the replacement player is in the game and is allowed to take full part in the game. This replacement may be allowed. He is allowed to bowl, bat, keep wicket, act as captain, if so required. This is so even if the game is already in progress. The umpires have no say in this situation. To summarize: a Replacement player takes full part in the game; a Substitute is only allowed on the field to act as a fielder during the absence of a named player.

USACUA Umpires Training Seminar Series Begins for 2009

This seeks to inform you that training sessions for Umpires and Scorers will commence on:

The sessions will run for a period of fourteen (14) weeks, and will culminate with the administration of the USACUA Preliminary and Final Exams.
Prospective
umpires are reminded
that they will need to maintain an eighty (80) percent attendance rate
in order
to qualify to sit any examination administered by the Association.
Members who have sat and passed the USACUA or the WICUA qualifying examinations are also required to attend these seminars being offered by the Association.
Information
about the training
sessions have already being communicated to the Regional Directors,
League
presidents and other league executives. Coordinators and league
representatives
are asked to convey this information to prospective umpires or
individuals
within their league who aspire to be trained as umpires. They may
submit names
or the lists of club contacts to the secretariat in order that the
information
can be forwarded to the relevant clubs or individuals as quickly as
possible.
Members
who are required to
complete the WICUA Final Written or Oral and Practical examinations are

Umpire Ian E. Merchant of SKCUA Passes Away

It is with deep regret that I inform you that the St.Kitts Cricket
Umpires Association (SKCUA) has lost another one of our
brothers.
Umpire Ian E Merchant passed away on Saturday last as he landed in
Trinidad to receive medical attention there.
The date for the funeral has not been set as yet and I will advise when
it is.
Can you please inform the members of your Association accordingly.
On behalf of the SKCUA and my personal behalf, I would like to express
our most profound condolences to his family.

Ed Ahmad '08 Finals Postponed, Date and Venue Announced

USACUA Umpire Mohammed N. Baksh To Be Inducted Into Cricket Hall Of Fame
Internationally known West Indies and United States of America Cricket Umpires Association (USACUA) umpire Mohammed Nabbie Baksh will be inducted into the Cricket Hall of Fame in Hartford, Connecticut, this Saturday, September 20, 2006. A native of Guyana, Mr. Baksh has been in charge of training and examination for USACUA umpires since the inception of the organization in 1992.
Umpire Mohammed Nabbie Baksh:
Umpire Baksh was born on February 5, 1945 and received his tertiary education in Guyana and served as a teacher and education administrator with the Guyana Ministry of Education. Quite an avid cricketer, Umpire Baksh started his career as a league umpire doing duties in first-division Case Cup matches in his native Guyana. He was selected to serve as an elite umpire in the Red Stripe Cup competition and other high leveled tournaments in the West Indies.
He continues to be more that an on-field jurist, sharing his knowledge with host of young people who are desirous of becoming umpires. Umpire Baksh migrated to the United States and immediately became involve in the training and development of local umpires. Mr. Baksh has shared his knowledge with thousand of umpires in many states within the USA. A very vocal and strong-willed individual, Umpire Baksh has never refused to challenge the prudence of the Laws of Cricket and have advocated for many fundamental changes to the laws.
In a conversation with Umpire Baksh you will always observe that his greatest joy was being a High School Principal in his native country of Guyana. He brings the passion to the job, and it is inevitable that many of us that have benefited directly from his style of teaching as the Chief Training Officer for the USACUA. His students have continuously outperformed the other territories at the WICUA examinations. A professional umpire, Mohammed N. Baksh is also a senior administrator with the Catholic Charities of New York, a job he has held for quite a number of years.
Umpire Baksh follows closely in the footsteps of his colleague umpire Hammy Reid, who was inducted last year into the Cricket hall of Fame.
